All WEEE collected from the public by Local Authorities (LA), including the hazardous element, can be passed to producers for transport, treatment and recycling at their cost, although recycled material will count toward meeting LA targets. This includes material collected through both CA sites (or equivalent, such as household waste recycling centres) and Bulky Waste Collections.

Servicing of these sites will be completed within the framework of a Code of Practice, which has been agreed between LA representatives and Producer schemes. Material from sites that are not registered within the WEEE system will continue to be subject to existing hazardous waste legislation and the costs WILL remain with LAs.

In order to ensure that material is collected by 'producers', and to obtain funding from the Distributor Take Back Scheme (DTS), LAs must register CA sites, and those sites at which bulky waste is taken, as Designated Collection Facilities (DCFs). Compiling this register will be the responsibility of Valpak, through its operation of the distributor take back scheme.
